Haryana Govt New Order on Family ID: Data Will Not Be Shared With Anyone, Know Why
Your Family ID data will not be shared with just anyone. Under the Haryana Parivar Pehchan Act, 2021, and the data-sharing regulations issued by the Haryana Parivar Pehchan Authority (HPPA), the information stored in the Family Information Data Repository can be shared only in a limited way, only with eligible government bodies, and only for government schemes, services, subsidies, benefits and recruitment verification. It cannot be published publicly, and it cannot be given to private or non-government parties for other purposes. This is why the government has put strict rules around your Parivar Pehchan Patra (PPP) data.
What Is the Family Information Data Repository?
When a family gives its details for a Parivar Pehchan Patra, those details, along with their verification and authentication status, form the Family Information Data Repository, in short called the FIDR.
This single repository holds the family record behind the 8-digit Family ID. Because the same record is used to decide eligibility for many schemes and services, the law treats this data as sensitive and protected, not as open public information.
What Does the Haryana Parivar Pehchan Act Say About Your Data?
The Haryana Parivar Pehchan Act, 2021, which is the law behind PPP, has clear data-protection provisions:
- The Authority must take all necessary measures to secure the data in its possession or control, including the data stored in the FIDR.
- The data must be protected against unauthorised access, use or disclosure, and against accidental or intentional destruction, loss or damage.
- The Authority must adopt and implement appropriate technical and organisational security measures.
- Any person appointed or engaged to perform a function of the Authority must also follow those security measures, and agreements with such persons must require them to act only on the Authority’s instructions.
In simple words, protecting your family data is a legal duty of the Authority, not a choice.
Who Is Not Allowed to Reveal Your Family ID Data?
The Act is very strict about the people who handle this data.
No officer or other employee of the Authority can reveal any data stored in the FIDR, or any authentication record, to anyone — whether during service or after leaving service — except for only two types of purposes:
- Planning or evaluation by the State Government, or
- Determining eligibility for, or providing, any subsidy, scheme, service or benefit.
This means that even a person working inside the system cannot pass your family information to an outsider for any other reason.
Data Will Be Shared Only as Per Regulations, Never Publicly
The Act also lays down two more clear limits:
- Information collected, verified or authenticated in the FIDR can be shared only in the manner specified by regulations made under the Act.
- No information of a family in the FIDR can be published, displayed or posted publicly, except for purposes specified by regulations.
So your family details cannot be put on a public list, website or notice board under this law, and no department can invent its own way of sharing the data.

What Do the HPPA Data-Sharing Regulations Add?
To put these limits into practice, the Haryana Parivar Pehchan Authority issued strict regulations on the sharing of Family ID data. As per these regulations:
- FIDR data can be shared only with an Eligible State Instrumentality.
- This includes the Central Government, the Haryana State Government, statutory authorities, universities, boards, corporations and other government-controlled agencies and local authorities in the state.
- The shared data can be used only for government programmes, schemes, subsidies, services and benefits, and for verification in government recruitment, such as through the Haryana Staff Selection Commission and the Haryana Public Service Commission.
- Sharing PPP data for non-government purposes, or with private agencies outside this eligible list, is not allowed.
This is the real meaning of the new order: your data stays inside the government system, for government work only.
Why Has the Government Made This Rule?
Family ID contains details of the whole family — members, income, caste, occupation, bank and other records — in one place. The Act itself links this verified record with eligibility for schemes, services, subsidies and benefits given by or on behalf of the State Government, a government agency or a local authority.
If such complete family data reached private hands or was used for purposes other than benefits and services, families could face misuse and fraud. By limiting sharing to eligible government bodies, for the purposes named in the Act and the regulations, the government keeps the benefit system working while protecting family privacy.
What Should Family ID Holders Do From Their Side?
- Never share your Family ID OTP with any unknown person or caller.
- Do not give copies of your Family ID or family documents to any private agent who promises a benefit outside the official process.
- Use only the official Mera Parivar portal, SARAL Kendra, Atal Seva Kendra or the concerned government department for any Family ID work.
- If any detail in your Family ID is wrong, get it corrected through official routes, so that only correct data is used for your benefits.
- If someone asks for your family data for a non-government purpose, refuse and report it through official channels.
